NERC Submits Motion to Intervene and Comment on Complaint Related to Reliability Standard CIP-013-1

On June 11, 2020, in Docket No. EL20-46-000, NERC submitted a motion to intervene and comment regarding a complaint about Reliability Standard CIP-013-1. The complaint, filed on May 12, 2020, claims that (1) CIP-013-1 (Cyber Security Supply Chain Risk Management) does not comport with Presidential Executive Order 13920 and (2) that the Reliability Standard does not fully address the National Institute of Standards and Technology (NIST) Cybersecurity Framework. The Complaint ultimately requests that FERC direct NERC to make modifications to CIP-013-1 and other CIP Reliability Standards. NERC’s motion requests dismissal of the complaint for failure to meet contention admissibility standards. NERC also provides comments addressing the arguments raised in the complaint.
