NERC Submits Comments on NOPR Related to Managing Transmission Line Ratings

On March 22, 2021, in Docket No. RM20-16-000, NERC submitted comments on the FERC notice of proposed rulemaking (NOPR) regarding managing transmission line ratings. The NOPR proposes to reform the pro forma Open Access Transmission Tariff (OATT) and the Commission’s regulations to “improve the accuracy and transparency of transmission line ratings.” The NOPR refers to several currently effective Reliability Standards relevant to transmission line rating and available transfer capability calculations and methodologies. NERC’s comments provide additional considerations with respect to the potential interactions between the Commission’s market-related proposals and the Reliability Standards and the need for close and careful coordination in line ratings to avoid negative impacts on the reliability of the Bulk-Power System.
