FERC Approves Revisions to WECC RSDP

On September 13, 2021, in Docket No. RR21-4-000, FERC issued a letter order approving revisions to the Western Electric Coordinating Council (WECC) Regional Reliability Standards Development Procedures (RSDP) in order to reflect updates to WECC guidelines and language to meet current drafting conventions and formats. The revisions: (1) include a new section, “Treatment of Abstentions and Explanatory Narrative during Ballot”; (2) provide guidelines that reflect the permissibility of multiple nominees from the same entity to the same drafting team, but notes that the represented entity has only one vote on matters; (3) facilitate efficient administration of the standard development process and proposes to shorten certain notice periods; (4) provide language regarding the roles and responsibilities of the WECC Standards Committee as a procedural oversight body; and (5) include non-substantive revisions to improve readability, formatting, and clarity.
