NERC Submits Revisions to the ROP

On September 29, 2021, in Docket No. RR21-10-000, NERC and the Regional Entities submitted a petition for approval of revisions to the NERC ROP related to the Compliance Monitoring and Enforcement Program (CMEP), the Personnel Certification and Credential Maintenance Program, and the Training and Education Program. The revisions are proposed to further enhance the risk-based approach to the CMEP whereby registered entities and the ERO Enterprise focus on the greatest risks to the reliability and security of the Bulk Power System (BPS). The ERO Enterprise proposes to refine several rules related to compliance monitoring, especially Compliance Audits. The ERO Enterprise also proposes to increase the efficiency of resolving minimal risk noncompliance. Regarding the Personnel Certification and Credential Maintenance Program, the ERO Enterprise proposes moving credential maintenance activities from the Reliability and Security Technical Committee (RSTC) to the Personnel Certification and Governance Committee (PCGC) under the NERC ROP.
