NERC and Regional Entities Submit Comments on Transmission Planning ANOPR

On October 12, 2021, in Docket No. RM21-17-000, NERC and the Regional Entities submitted comments on FERC’s Advance Notice of Proposed Rulemaking (ANOPR) regarding Regional Transmission Planning and Cost Allocation and Generator Interconnection. The ANOPR, introduced on July 15, 2021, introduced potential proposals intended to holistically reform regional transmission planning and cost allocation and generator interconnection procedures. NERC and the Regional Entities submitted comments to: (1) propose enhancements for modeling and studies under pro forma generator interconnection procedures, particularly through the inclusion of electromagnetic transient (EMT) modeling and studies; (2) propose enhancements to the Commission’s pro forma interconnection agreements to incorporate recommendations from NERC Reliability Guidelines pertaining to integration of inverter-based resources; and (3) support the Commission’s exploration of better coordinated transmission planning.
