NERC submits Comments in Response to NOPR on the Revision to the ERO Definition of the Bulk Electric System

On May 10, 2010 in Docket No. RM09-18-000, NERC provided comments on the March 18, 2010 NOPR on the Revision to the definition of Bulk Electric System. In its comments, NERC supported the Commission’s objectives of common understanding and a consistent application of the BES across the regions, and that variations should be justified on the basis of reliability. However, NERC objected to the Commission’s proposal for the Commission to make unilateral decisions with respect to the definition of BES, rather than addressing those issues through the NERC Reliability Standards Development Process.
