  • What previous experiences, prior to your work at Balch, influence your practice?

    Prior to joining Balch, I had a 30+ year career in the US Department of Housing and Urban Development (HUD) Office of General Counsel. There, I spent most of my career serving as counsel for the agency’s Federal Housing Administration (FHA) Multifamily, Healthcare, and Single-Family loan insurance programs.

  • How are you involved in your community?

    I serve my community through leadership and volunteer efforts, including serving on the boards of Covenant Place St. Louis, which provides affordable senior living, and Mission Realty Advisors, which helps nonprofits with real estate solutions. I also volunteer with the St. Louis Thanksgiving Day Turkey Fry and Smoke for First Responders, supporting and honoring local first responders.

Select Matters

  • Representation of a commercial lender in a FHA $62.5 million 270-unit apartment building insured under Section 221(d)(4).
  • Representation of a large housing developer, owner, and property management company on the financing and preservation of numerous apartment properties using USDA Section 515 direct loans.
  • Served as in-house legal counsel and Acting Field Office Director for HUD’s St. Louis Office with general jurisdiction comprising the Eastern half of Missouri.
  • Served as Office of General Counsel Regional Team Lead for HUD/FHA Section 232 residential care facilities and Team Lead for Single Family Foreclosures.
  • Coordinated and conducted closings on hundreds of FHA insured multifamily and nursing home loan transactions, many with multilayered financing including low-income housing tax credits, affordable housing credits, tax exempt bonds and federal and local government grants and mortgages.
  • Advised lenders, borrowers/developers, title companies and their legal counsel on HUD programs and closing policies and procedures.
  • Post closing, served as counsel to HUD’s Multifamily and Healthcare Asset Management Programs focusing on project transfers and sales as well as transfers of Housing Assistance Payments (HAP) Contracts.
  • Served as counsel for HUD’s Community Planning & Development and Public Housing programs.
