  • What types of clients do you represent?

    I primarily represent investor-owned electric utilities in regulatory proceedings before the Public Utility Commission of Texas. My practice centers on contested regulatory matters, including rate cases and generation and transmission CCN amendment proceedings, where I guide the matter from case strategy through Commission decision. My work also includes representation of utilities in federal regulatory proceedings before the Federal Energy Regulatory Commission.

  • What previous experiences, prior to your work at Balch, influence your practice?

    Prior to entering private practice, I served as an advisor to several Commissioners at the Public Utility Commission of Texas. In that role I advised commissioners on legal and policy issues that shaped Commission decisions That experience informs my practice today, allowing me to effectively anticipate regulatory priorities and assist clients in developing arguments and building evidentiary records that directly address these issues.
