NERC Submits Comments on FERC CIP NOI

On September 26, 2016, in Docket No. RM16-18, NERC submitted comments in response to FERC’s July 21, 2016 Notice of Inquire (“NOI”) seeking comment on the need for, and possible effects of, modification to the Critical Infrastructure Protection (“CIP”) Reliability Standards regarding the cyber security of Control Centers used to monitor and control the Bulk Electric System in real time.  NERC’s comments request the FERC not direct modifications to the CIP Reliability Standards at this time to provide more opportunity for NERC to develop a better understanding as to whether additional controls like those suggested by FERC are necessary.  NERC cautions that mandating certain prescriptive controls may help reduce cyber security threats but also unduly limit operational flexibility without proportionate reliability benefit.
