NERC Submits 2016 Annual Response Analysis

On October 21, 2016, in Docket No. RM13-11-000, NERC submitted its 2016 Frequency Response Annual Analysis report for the administration and support of Reliability Standard BAL-003-1.1, Frequency Response and Frequency Bias Setting (“Report”).  The Report contains an update to the statistical analyses and calculations contained in earlier Reports.  The Report also identifies inconsistencies in Interconnection Frequency Response Obligation (“IFRO”) calculations and recommends that the NERC Resources Subcommittee develop a Standard Authorization Request to address those issues.  In addition, the Report analyzes frequency events and interconnection frequency characteristics for the years 2012 through 2015.  NERC does not request any action by FERC on the filing, as the filing is for informational purposes only.
