NERC Submits Proposed Regional Reliability Standard BAL-001-TRE-2

On March 11, 2020, in Docket No. RD20-5-000, NERC and Texas RE submitted a joint petition requesting approval of proposed regional Reliability Standard BAL-001-TRE-2. Currently effective Reliability Standard BAL-001-TRE-1 helps establish and maintain adequate Frequency Response in the ERCOT Interconnection. Proposed regional Reliability Standard BAL-001-TRE-2 improves upon the currently effective version of the regional standard by: (i) clarifying performance requirements for steam turbines of combined cycle facilities; and (ii) clarifying the responsible entity for addressing Frequency Measurable Event exclusion requests. Additionally, revisions and clarifications are made in the Primary Frequency Response Reference Document. Proposed regional Reliability Standard BAL-001-TRE-2 was approved by the Texas RE Board of Directors on December 11, 2019 and adopted by the NERC Board of Trustees on February 6, 2020.
