Brian Rell Discusses Federal Permitting Reform and Potential Impact on Energy Projects in New Project Media Interview

Brian Rell, who leads Balch & Bingham’s Federal Public Policy & Government Relations Practice in Washington, was quoted in New Project Media discussing proposed federal permitting legislation and its potential to provide greater certainty for energy projects.

The October 2, 2026 article, “POLICY: Stakeholders provide feedback on federal permitting legislation,” examines the Bipartisan American Affordability and Jobs Act of 2026. The proposal includes changes to environmental review timelines, deadlines for judicial challenges and protections against the revocation or suspension of certain project permits and authorizations.

Brian explained that the legislation aims to streamline permitting and provide greater certainty, potentially reducing project risk and costs, with savings intended to ultimately benefit consumers. He also identified permitting reform as a congressional priority and discussed the prospects for action after the November midterm elections.

Brian develops federal legislative, regulatory and public policy advocacy strategies for businesses in highly regulated industries, coalitions and industry associations. Before joining Balch, he served for 11 years as chief of staff to U.S. Representative Robert Aderholt.
